Why this applies to Domgate

Domgate is run by BOOS SARL, a company established in France. It is bound by the restrictive measures of the European Union and by the asset freezes that apply in France.

Asset freezes

No funds or economic resources may be made available, directly or indirectly, to the persons, entities and bodies listed under the asset freezes. "Economic resources" are assets of every kind, tangible or intangible, that are not funds but may be used to obtain funds, goods or services (Regulation (EU) No 269/2014, Art. 1(d) and 2(2)).

Domgate's policy is to treat a domain name, a hosting account and similar services as such economic resources.

Russia and Belarus: service bans

Regulation (EU) No 833/2014 (Art. 5n(1), consolidated version of 24 July 2026) bans providing, directly or indirectly, to the Government of Russia and to legal persons, entities and bodies established in Russia, among other services:

  • legal advisory services;
  • business and management consulting and public relations services;
  • advertising, market research and public opinion polling services;
  • IT consultancy services;
  • artificial intelligence services consisting of access to models or to platforms for their training, fine-tuning and inference;
  • high-performance computing services;
  • since 25 May 2026, managed security services.

Any other service to the Government of Russia needs a prior authorisation (Art. 5n(4)).

Dealings with third parties on behalf of clients and the preparation of legal documents count as legal advisory services (Commission FAQ of 22 January 2026, Q11). Domgate therefore does not provide trademark filing, local presence (trustee) or brand protection services to the Government of Russia or to legal persons, entities or bodies established in Russia. Domgate does not host or distribute the content of the media outlets listed in Annex XV of the regulation (Art. 2f).

Belarus: Council Regulation (EC) No 765/2006 (Art. 1jc, inserted by Regulation (EU) 2024/1865) bans legal advisory, business and management consulting, public relations and IT consultancy services, among others, to the Republic of Belarus, its Government, its public bodies, corporations or agencies, and to any person, entity or body acting on their behalf or at their direction. Domgate does not provide its trademark, local presence or brand protection services to them.

Territories

Legal advisory services, business and management consulting and public relations services, advertising, market research and public opinion polling services and IT consultancy services, among others, are banned for legal persons, entities and bodies in Crimea and Sevastopol (Regulation (EU) No 692/2014, Art. 2c(1) to (2a), as replaced by Regulation (EU) 2025/401 of 24 February 2025) and in the non-government-controlled areas of the Donetsk, Kherson, Luhansk and Zaporizhzhia oblasts of Ukraine (Regulation (EU) 2022/263, Art. 5(1) to (2a), as replaced by Regulation (EU) 2025/398 of 24 February 2025).

What Domgate does

On a match, Domgate freezes what it holds for the listed person, informs the competent French authority immediately and cooperates with it, as Regulation (EU) No 269/2014, Arts. 2(1) and 8, require.

In France, the competent authority is the Direction générale du Trésor.

Domgate checks its customers against the European Union's sanctions lists and the French national register of asset freezes, at sign-up, at each order and at each renewal. On a match, Domgate also refuses the order and suspends the service.
